Clough’s Sinhala English Dictionary says Sinhalese apa is a particle or preposition and the reversal of adhi, meaning “up.” It means “implying privation, inferiority, down, below, beneath; contrariety, opposition to, difference from, bad, base; and water.” It is an offshoot of Tamil ava through the transformation of ava > ápa > apa.
